The 2010 edition of the People-Centred Analyses is the third in an annual series which started in 2008. The aim of the People-Centred Analyses reports is to focus policy attention on the quality of life and social inclusion, and on inter-ethnic relations; all from the viewpoint of the women and men themselves. The third edition, continues to follow the trends in the quality of life indicators which were initiated in the previous editions of the People Centred Analyses and has as its particular focus the quality of social services.

The country boasts a high level of taxonomic diversity, relictness and endemism. Therefore, biodiversity conservation via protection of habitats of plant, fungal and animal species constitutes a supreme mission. The total number of species recorded on country’s territory amounts to 17,604, of which 1,053 fungal species, 354 species of lichens, 2,169 species of algae, 3,674 vascular plant species, and 10,354 species of fauna. Hereby we presnt the report and the National Catalogue(Check List) of Speciesis in this country.

The purpose of this study is to asses the capacities of the local institutions: police, public prosecution, health, social protection, and municipalities which are considered as key local stakeholders in the process of responding and preventing domestic violence; to identify the levels of cooperation and coordination of activities between those institutions on local level; and based on the initial assessment, to identify the needs of the relevant stakeholders in prevention and treatment of DV on local level.

Unemployment in the country is extremely high, and a particularly serious problem is youth unemployment. Recent studies showed that young people aged 15-27 were more likely to be unemployed than those in other age groups. These analyses, based on the information from the field, summarize how young people responded to Government Active Labour Measures – where they sufficiently informed, have they applied, what are their positive experiences.

Despite reasonably strong economic growth, unemployment in the country remains very high at around 35% in 2008 (IMF, 2009). In such circumstances, the Government of FYR Macedonia undertook actions to support the re-entry into employment of the large numbers of the long-term unemployed, providing financial support, through the technical assistance of UNDP, by implementing a self-employment programme in 2007 and which in its subsequent formulations in 2008 and 2009 has become a self-employment and business formalization programme. This report presents an impact evaluation of the self-employment programme implemented in 2007 – and which has continued in slightly modified form in 2008 and 2009.

The “Manual for Citizens: Crisis Management System” aims to present the general function of the country’s Crisis Management System; to elaborate on its institutional and organizational structure, on a national and local level, but also to accentuate the rights and the obligations of the citizens and the local communities, as a broad base on which this system’s mechanisms are established. Through presenting country’s characteristics and its exposure to certain risks, this Manual illustrates the challenges the country faced during the last several years and which have imposed significant dangers and consequences. The primary goal of this publication is to raise people’s awareness on the need of continuous readiness, personal and institutional, for preventive actions and reduction of risks from accidents and disasters.

Developed by one international consultant and two local consultants, the assessment was conducted on the basis of key national and local policies, strategies and documents, data collection and analysis, results of self‐assessment questionnaires and direct interviews and focus groups with stakeholders and representatives from the Equal Opportunities Commissions and Coordinators. Based on the results of the assessment, Training Curriculum was developed for Commissions and Coordinators, as well as for major counterparts among municipal personnel from various departments.
