In addition to programme initiatives for supporting the country in addressing the specific sectoral challenges, UNDP implements a number of cross-cutting projects that employ multi-sectoral approach and promote global values and principles, which often have underpinning impact on the overall development, such as human development, human rights, gender equality and aid effectiveness.


Building on the principles of the Paris Declaration, UNDP actively promotes aid effectiveness as a model of partnership that improves transparency and accountability on the use of official development assistance. Support is being provided to the Government for strengthening its National coordination mechanism and capacities within the Secretariat for European Affairs and line ministries in policy analysis, programming, monitoring and analysis to foster coherent planning and coordination between the Government and donor community.

With the human development prism at the core paradigm, we regularly commission National Human Development Report, UNDP flagship advocacy tool which provides in-depth technical analysis and high-quality policy advice on topical issues relevant to promotion of human development in the country. The central topic of the next NHDR will be “Social Inclusion and the Youth”, focusing on the political, social, cultural and economic aspects of exclusion.

Given that socio-economic processes in the society often affects man and women in an unequal manner, UNDP is making efforts to mainstream gender perspective in all its intervention. In that respect, we have prepared a gender mainstreaming strategy which serves as a strategic platform for our own action, but also a platform for interaction between various stakeholders. The strategy is also used as basis for advocacy and awareness-raising of gender issues among UNDP’s partners.

Promotion and realization of human rights principles is the guiding principle in all stages of our programme work. This is particularly relevant for the local level initiatives, where all efforts are made to involve and create opportunities the voice of the poor and vulnerable to be articulated and integrated into the local planning and policy-making processes.
